(No. 137.) Sir,
Foreign Office, May 6, 1909. THE Portuguese Minister called to-day with a long telegram from his Government on the subject of the present situation at Macao.
According to this telegram, the Portuguese Consul at Canton had informed the Governor of Macao of the rumours of an impending attack on that place. The Governor in reply stated that he did not regard such an attack as probable, but would, as a precaution, like the gun-boat which had been at Macao, but was now at Hong Kong, sent back to the former place. The Portuguese Government had refused this request on the ground that they had agreed, as part of the Arrangement concluded at Lisbon, to the withdrawal of the gun-boat, and that they saw no adequate reason at present for ordering her to return there.
